The owner is watching every step you do... and there is a list of 1'000 things (only in portugese) that are not allowed and are charged extra.
She asked for 100 RS because we washed our laundry (ourselves, by hand) and hung it up. When confronted with her inappropriate business praxis, she exploded and started screaming and shouting, even locking us in till we agreed to pay.
